PSO-002 - Emergency Management Coordinator - Public Safety Office

Portland State University (PSU) is seeking a full-time unclassified Emergency Management Coordinator to provide emergency management services for a diverse campus. Services include research, recommendations, development, implementation and maintenance of Emergency Management concepts.

Reports to: Director of Public Safety

 

There is also a comprehensive PSU benefits package (refer to HRC website). Employees receive reduced tuition at all seven institutions within the Oregon University System. Required Qualifications

  • Bachelor's degree in public/business administration, or a related field, and 5 years of progressively responsible experience in emergency preparedness and response or public safety or an equivalent combination of education and experience enabling the incumbent to perform the essential functions of the position.
  • Additional qualifying experience will substitute, year for year, for the education requirement. A Master's or Ph.D. degree will substitute for one year of the experience requirement.
  • Possession of a valid driver's license and the ability to meet the University driving standards.
  • Must pass a criminal history background investigation.
  • Knowledge Required of:
    • Practices and principles of emergency management.
    • Laws and regulations governing emergency management and emergency management programs.
    • Practices and principles of public/business administration practices and decision-making.
    • Strategic planning methods with an emphasis on services related to emergency preparedness, mitigation, response, and recovery.
    • Public purchasing and contracting laws and regulation.
  • Skills/Abilities Required:
    • Ability in program management, administration and evaluation in emergency management.
    • Ability to assess emergency preparedness.
    • Ability to facilitate and coordinate the work of multiple groups.
    • Skills in conceptual analysis and policy/program development and implementation related to emergency management programs.
    • Ability to productively manage and/or participate on a team and in a team environment including the ability to develop a team approach to producing high quality results.
    • Ability to demonstrate leadership behavior to employees, contractors, public officials, other agencies, customers and the general public, especially during critical emergency incidents.
    • Ability to establish and maintain effective working relationships with employees, contactors, other agencies, public officials, and the general public.
    • Ability to apply excellent internal and external customer service skills.
    • Ability to communicate effectively both orally and in writing with diverse customers, employees, contractors, other agencies, public officials and the general public.
    • Ability to make presentations and develop reports that may include technical information.
    • Ability to use word-processing, spreadsheet programs or other application software as required for the position.
  • Training Required:
    • National Incident Management System Training IS-800 (FEMA)
    • Introduction to Incident Command System ICS-100, 200 (FEMA)
    • 4 hours of Hazmat Awareness or Weapons of Mass Destruction Training
    • Oregon Department of Human Services – Health Services CD-101
    • Emergency Management IS-230 (FEMA)
    • Emergency Planning IS-235 (FEMA)
    • Completion of 32 hours of instruction in emergency management exercise design and evaluation IS-139

 

  NOTE: Applicant must have these minimum required qualifications before applying for position.

 

Preferred Qualifications

•  Any Additional FEMA and/or DHS courses/training.
