- Construction Project Manager - Facilities and Planning
Reporting
to the Construction Project Supervisor for Facilities and
Planning (FAP), the Construction Project Manager is responsible
for overseeing construction projects that create, repair,
remodel, maintain, or preserve the physical assets and utility
systems at Portland State University. The Construction
Project Manager will provide timely, cost effective, and
professional services that enhance the instructional, research,
and service goals of the University, and will manage construction
projects on campus from inception to completion.
The
Construction Project Manager is responsible for overseeing
the planning, design, and construction of small to large
capital construction and repair projects. In consultation
with the Facilities and Planning Director, Associate Director,
and the Construction Project Supervisor, the Construction
Project Manager will interview, hire, and complete work
design consultants, construction contractors, and staff
in order to execute the project work in its entirety. This
position will work closely with Facilities and Planning
architects, drafters, engineers, construction services staff,
and trade crews, and will work with external consultants
and contractors or a mixture of both to complete projects.
General
Duties and Responsibilities
- Providing capital construction
management and project development, status reporting,
acting as purchasing agent, ensuring compliance with
OUS rules and regulations, participating in construction
and strategic planning, and performing other university
departmental activities as assigned.
Specific
Duties and Responsibilities
-
Capital
construction management responsibilities include coordinating
the trades and other related contractors; coordinating
design of the projects with architects, consultants, and
FAP trades crews; monitoring and controlling project schedule;
reviewing change order requests; identifying and estimating
cost and schedule impacts due to changes in design or
owner requirements; notifying and coordinating construction
activities with the building manager and users of the
building; leading weekly construction meetings; reviewing
and approving contractor billings; coordinating building
permit inspections and sign offs with the City of Portland
and construction trades; developing a final punchlist;
and ensuring as-builts are entered into FAP electronic
files; ensuring that the project is completed within budget
and on schedule. Ensures all project details are closed
out and completed accordingly.
- Project development activities
include project planning, writing the scope of work
descriptions, overseeing the creation of RFP's, managing
the interview and selection of consultants or the obtaining
of bids or proposals from outside contractors and contracting
for the project. After receiving budget approval, the
Construction Project Manager coordinates the contracting
process with the FAP contracts unit.
- Provide detailed status
reports by providing computerized cost management, schedule
approvals, and project milestone tracking reports on
all projects.
- Act as a purchasing agent.
Schedule and expedite material and equipment purchases
and delivery. Ensures that appropriate materials are
used for construction projects in terms of the customers,
ADA regulations, PSU standards, and other applicable
elements.
- Ensure compliance with
Oregon and City of Portland building code, the OUS standards
that regulate capital construction within the Oregon
University System, OSHA standards that ensure life-safety
for construction workers and occupants, ADA regulations
that ensure that accessibility standards are included
in the project, and all applicable City, State, and
Federal building codes.
- Actively participates
in planning and implementing the FAP strategic plan.
- Provides construction
planning for the FAP Budgeting process.
- Performs other duties
as assigned to fulfill the departmental and University
mission.
Supervision
Received
- Work is performed with
considerable latitude and independence under the general
guidance of the Construction Project Supervisor and
the Associate Director of Facilities and Planning.
- The Construction Project
Manager is expected to exercise initiative in anticipating
construction/repair needs for the University and bringing
these to the attention of the Associate Director in
a timely manner.
Qualifications
Required
- A minimum five years
applicable experience with architectural and engineering
related work including design, specifications, project
management, construction management, contract implementation,
RFP's, bidding, and related work is required.
- Must have proven multi-tasking
capabilities.
- Must have proven experience
managing multiple projects at one time.
- Must have sound judgment,
anticipatory skills, confidentiality, negotiation, problem
solving, and excellent organization, communication,
and customer service skills.
- Computer skills including
a working knowledge and experience with Microsoft Word,
Excel and Microsoft Project.
- Possess a valid driver's
license and successfully complete a background check.

Desire
understanding on contract implementation and legal
requirements associated with Oregon contracting law.

Bachelor's
degree in Business Administration, Construction Engineering,
Civil Engineering, Architecture, or related degree.

Basic
understanding of AutoCAD.
Compensation
Salary
is $60,000 to $70,000 with an EXCELLENT benefits package,
including fully paid healthcare, generous retirement and
vacation packages and reduced tuition rates at Oregon University
System institutions for employee or one dependent.
