EEP-002 -Program Director of Student Support Services/Educational Opportunity Program  - Educational Equity Programs and Services - Fixed-Term

 

Position Summary

The Program Director of Student Support Services/Educational Opportunity is responsible for the management and implementation of the federal TRIO Student Support Services project grant at Portland State. The Program Director works with the staff to meet the goals and objectives of the grant, directs the allocation of resources, and is responsible for ensuring that federal guidelines and regulations, and University administrative policies and procedures are followed. The Program Director manages and supervises the staff, oversees the coordination, implementation, and evaluation of all project activities, and ensures timely submission of all reports and other requests from the Department of Education. She/he leads the SSS/EOP staff in promoting SSS/EOP at PSU and in advocating for TRIO and TRIO-like students. The director collaborates with program staff within the Department of Educational Equity Programs, division of Student Affairs, and campus and community resources to enhance student academic success.

 

The Program Director supervises three employees and several student assistants. The position reports to the Director, Educational Equity Programs and Services. The program is funded through a U.S. Department of Education TRIO grant.

Duties and Responsibilities

  1. Manages implementation of the project's goals and objectives according to the proposal, federal guidelines and regulations, and University policies.
  2. Hires, trains, supervises, and evaluates program personnel; provides in-service training and professional development opportunities for all staff.
  3. Manages all financial and administrative matters; keeps accurate records regarding employment, budget disbursements, and student files.
  4. Insures that all program components follow the objectives and work plans approved for the program.
  5. Writes all program reports required by the University and the Department of Education.
  6. Promotes and coordinates the integration of the program throughout the University community and leads in facilitating changes that will enhance the academic success of project students.
  7. Maintains a caseload of students, providing direct services.
  8. Provides leadership for improving the University's institutional climate for first generation, disadvantaged and disabled students; advocates for program participants and all TRIO and TRIO-like students.
  9. Provides leadership in promoting collaborations and partnerships among members of the SSS/EOP staff, other TRIO programs, university student services, the faculty, administrative departments and the student body.
  10. Leads writing the project grant proposal.
  11. Attends all required Department of Education meetings and workshops for program directors.
  12. Performs other duties as related to student success and the program mission.

Skills and Requirements

  1. Experience managing a project grant including fiscal management.
  2. Experience hiring, training, supervising and evaluating staff.
  3. Strong leadership, organizational, public relations and planning skills.
  4. Extensive problem solving experience.
  5. Experience with academic advising at the post-secondary level.
  6. Experience working with racially, culturally and socio-economically diverse students and disabled students at the post-secondary level.
  7. Experience in collaborating with others and across university departments.
  8. Excellent verbal and written communication skills.
  9. Grant writing experience.
  10. Computer competency.

Minimum and Preferred Qualifications

  1. Master's degree in Guidance and Counseling, Education, Student Personnel, or related field.
  2. Minimum of five (5) years professional experience in SSS, TRIO, or post-secondary education with increasing responsibilities during those years. Experiences must include working with racially, culturally, and socio-economically diverse students and parents, and with persons with disabilities.
  3. Minimum of one year experience in designing, managing, or implementing Student Support Services or similar projects; program administration, supervision, and budget management preferably in a post-secondary education setting.
  4. Excellent verbal and written communication skills.
  5. Grant management skills and computer competency are highly desirable.
