for Benefits as a Newly Hired Employee
Participation
Options
Participate:
You participate in the Public Employees’ Benefit Board
(PEBB) benefits program if you are eligible and you elect to enroll
for mandatory benefits. Mandatory benefits are medical coverage (including
opting out) and dental coverage at least for yourself. You may opt out
of medical coverage if you have other group medical coverage as defined
by PEBB; if you opt out, you will receive a portion of the state contribution
as cash. Employees who participate are automatically enrolled for the
required basic life insurance. If you participate in PEBB for mandatory
benefits, you may also enroll for optional benefits. Your Benefit Booklet
presents information about each benefit option.
Decline
to Participate: You may decline participation in the PEBB benefits
program. If you decline to participate, you will receive no portion
of the state contribution toward your benefits – you receive no
cash. If you decline, you may choose to participate and enroll if the
state contribution changes.

Enroll
Online
Using
pebb.benefits, you can automatically enroll and confirm your choices
with a few key strokes and mouse clicks. Pebb.benefits is a user-friendly,
easy, secure system. Step-by-step on-screen instructions will walk you
through the enrollment process.
To
register for pebb.benefits, you will need to provide the following information:
- First name as it
appears on your Social Security card
- Last name as it
appears on your Social Security card
- Date of birth (mm-dd-yyyy)
- Type of ID you
wish to use to register for the first time
- ID Number, which
can be your
- PSU ID number
(must be used for all new employees)
- PEBB-assigned
Benefit Number that begins with the letter P followed by eight
digits (for existing PEBB covered employees). As a new hire, you
will have this number assigned during the on-line enrollment process.
Here’s
how to register.
- Direct your Internet
browser to www.oregon.gov/DAS/PEBB/PDB.
- Select Log
In to pebb.benefits. This will open a Welcome
screen.
- In the box at the
upper left portion of the screen, select Register Here.
- Follow the on-screen
instructions.
- Select Save
and Continue.
- At the next screen,
create a user name and password.
- Select Save
and Continue.
The system will open your home page. Select Enroll for benefits
as a newly hired employee.
At
the next screen, check whether you want to enroll for benefits (including
opting out of medical coverage if you are eligible) or whether you want
to decline to participate. Select Save and Continue.
If
you have chosen to participate, the next screen will list the six enrollment
steps. Select Continue.
Step
1: Check Your Personal Information
Please
ensure your residence address is correct, as that address determines
your eligibility to enroll for plans offered only in specific service
areas. PEBB obtained your residence address from the information you
supplied to your Human Resources department. If you correct your residence
address in this record, please notify your Human Resources department
so your payroll record can also be updated.
After
you add or change an item, select Save to save that
addition and/or change. When your personal information is correct, select
Save and Continue.
Step
2: Add Your Dependents
The
next screen will ask if you have dependents you would like to add to
your coverage.
If
you select No, the system will open the Mandatory Benefits
section, Step 3. If you select Yes,
the system will open a screen where you can enter your dependent information.
Follow the instructions on the screen. When you are done, select
Save and Continue.
Step
3: Enroll for Mandatory Benefits
Please
read the information on the succeeding screen. Select Continue
to move to the next screen.
The
system will open the enrollment screen for mandatory benefits. These
are:
- Medical coverage
(unless you are eligible and want to opt out)
- Dental coverage
(at least employee-only is required).
To
opt out if you have other group medical coverage as defined by PEBB,
select Opt Out next to the medical plan type. The system
will require that you provide information about the other group medical
coverage. You can also add information for other group prescription
or dental coverage (not currently required for opt out) by selecting
Other Group Coverage.
Select
Save and Continue when you have completed your selections.
The
system will ask if you want to select optional benefits. If you select
Cancel, you will go to Step 5, Designate Your Beneficiaries
for required basic life insurance. If you select OK, you will
go to Step 4, Enroll for Optional Benefits.
Step 4: Enroll for Optional Benefits
Here
you can enroll for optional benefits. The system will walk you through
enrollment steps.
When
you have completed selecting your optional benefits, select Save
and Continue. The system will open your Beneficiaries
screen.
Step
5: Designate Your Beneficiaries
On
the Beneficiaries screen, you may select Option
1, the Standard Designation, or you can select
Option 2 to designate specific beneficiaries. When
you are done, select Save and Continue.
Step
6: Review, Agree to and Save Your Selections
The
system will open your Benefit Statement. On your statement
you can Edit any of your selections before you agree
to and save them. If you edit a benefit election, select Save
and Continue, then select Back to return to
your benefit statement.
When
you have completed all your edits, read the Confirm your Enrollment
Selections and the federal notices information.
If
you agree with all your enrollment selections, check the box next to
I have reviewed and agree with all my enrollment selections
and federal notices, and select Save.
Print
a copy of your Benefit Statement for your files. It will help if you
need assistance in the future. Then select Close to
return to your home page in pebb.benefits or Log Out to
exit the system.
Compare
Plans
Where
you have a choice in plans, you can compare the benefits they
offer by selecting Compare Plans from the menu
on the left side of the screen. You can see a side-by-side comparison
of the full plans, or you can compare individual elements. |
On
Your Return
The
next time you come back to pebb.benefits at www.oregon.gov/DAS/PEBB/PDB,
enter your user name and password, and select Log In.
If, by that time, you’ve forgotten your password, select Forgot
Your User Name/Password? and follow the instructions on the
screen.
To
Make a Change After You Have Confirmed Your Selections
If
you enrolled online and confirmed your selections and you subsequently
want to change an election during your initial 60-day enrollment window,
please contact your university benefits office or PEBB. Go to www.oregon.gov/DAS/PEBB/PDB
and select Contact Us from the menu on the left side
of the screen to find the contact information. We will be happy to assist
you.

Contact Us from the left-hand menu at www.oregon.gov/DAS/PEBB/PDB. We’re

Enroll
on Paper
If you are unable to enroll using pebb.benefits and want to enroll using paper forms, click here: www.oregon.gov/DAS/PEBB/forms.shtml and follow the instructions on the forms. Please do not enroll using both paper and pebb.benefits as this will create problems with your records.
You
must enroll within 60 days from your date of hire. Your benefits will
go into effect the first of the month following the date your university
benefit office receives your completed forms, except for benefits that
require approval by the carrier (life and long term care insurance).
You
must enroll for both medical and dental coverage at the same time before
either benefit can go into effect.
If
they are required, please ensure your university benefits office has
your affidavit of domestic partnership or dependency on file. These
forms are available from the PEBB Web site, www.oregon.gov/DAS/PEBB/forms.shtml.
